Abstract
The Second Step Declaration of the Islamic Revolution, issued by the Supreme Leader in February 2018, is the true roadmap of the Islamic Republic of Iran for entering the coming decades. Emphasizing seven fundamental axes including science and research, spirituality and ethics, economy, justice and fighting corruption, independence and freedom, national dignity and foreign relations, and lifestyle, this declaration presents a clear vision of the civilizational movement of the revolution. One of the vital areas that must be reconsidered in light of this declaration is cyberspace and its governance. Cyberspace, as the second living world of contemporary man, plays a decisive role in culture, politics, security, economy, and even the identity of society. The governance of cyberspace in Iran must be based on Islamic and indigenous values, and designed in line with the goals of the modern Islamic civilization. The present article, using a qualitative approach and documentary analysis, explains the position of cyberspace within the framework of the Second Step Declaration and examines its various dimensions including legal, cultural, technological, security, and economic. The results show that the realization of Islamic governance of cyberspace requires synergy between scientific, political, and cultural institutions as well as the development of national infrastructure. Finally, the present study emphasizes that cyberspace can be transformed from a potential threat to an actual opportunity for the expansion of Islamic-Iranian identity and the realization of a new Islamic civilization.
