The Second Step Statement of the Islamic Revolution is a strategic document that looks at the future horizon of the Islamic Revolution, explaining the upcoming stage within the framework of self-development, socialization, and civilization. The present study aims to identify and explain the components of “Strong Iran” in this statement, emphasizing Quranic principles. The research question is what are the themes that refer to the country’s capability, authority, and progress in the Second Step Statement and what conceptual link exists between them. The present study is descriptive-analytical with a conceptual-thematic analysis approach. The data were collected through library and documentary methods, and the text of the Second Step Statement, verses of the Holy Quran, authoritative interpretations, and related scientific sources were used as the basis for the analysis. The findings show that “Strong Iran” is an analytical title for organizing the contents of the statement, not an official title in its structure. The extracted components include science and research, productive economy, justice and fight against corruption, spirituality and ethics, religious identity, independence, freedom, national dignity, youth role creation, and the horizon of a new Islamic civilization. In this system, spirituality, ethics, and religious identity play a guiding role; science and economy play an empowering role; justice, fight against corruption, and social mechanisms play a regulating role; and youth play a driving and future-building role.
